G.I. Joe was the codename for The Great Marketing Deregulation in the 1980s. Its purpose, to defend children's programming from A.C.T., the Action For Children’s Television, a grassroots foundation determined to improve the quality of television programming for children with no commercials.

Fabulous secret powers were revealed to children the day the F.C.C. held aloft a magic policy and said, "We will rescind our policy banning program length commercials," thereby eliminating commercial guidelines for children's television, leading to an explosion of new toys, cartoons, junk food, fast food, and breakfast cereals.
